Renee Gayhart came to Alaska in the early 1990’s after completing a Master’s degree at the School for International Training in Vermont. Prior to moving to Alaska, Renee worked overseas for a Relief/Development agency. Upon arrival to Juneau, she worked for a non-profit social service agency for several years.

Renee began state employment at the Department of Administration, Office of Public Advocacy, as a Public Guardian in Southeast Alaska in 1997. She transferred to the Department of Health and Social Services, Division of Senior and Disabilities Services, formerly the Division of Mental Health and Developmental Disabilities in 1998. Her responsibilities evolved over the years from a Developmental Disabilities Program Specialist and Statewide Program Coordinator to DD Administrator. Her primary focus areas included fiscal management, Medicaid Regulation projects, Certification Packet revisions, Family Support Projects, MMIS development, and Provider recruitment and retention.

In 2004, Renee accepted a transfer to lead the Tribal Health Program in the Commissioners Office. In this role she provides Medicaid Tribal policy guidance, as well as coordination and support to division directors and their key program managers to advance the department’s Medicaid Tribal policy goal of improving the health status of our Alaska Native people.

Born and raised in Alaska, Sarah spent most of her childhood in Skwentna, flourishing in the remote lifestyle.  She started her career with the State as a high school intern at the Department of Fish and Game.  This position carried into her college years.  By 1996 she was ready for new challenges with the Division of Public Assistance as an Eligibility Technician in the Coastal office located in Anchorage, Alaska.  Sarah’s first-hand experience working and living in remote Alaska provides her with a critical perspective on the challenges Alaskans face accessing health care services.  She has used this firsthand knowledge and experience in positions with the Division of Health Care Services in support of the Medicaid program.  Her positions have included work with the Finance and Recovery unit, and as the program manager for both the Breast and Cervical Cancer program and the Travel program.  Sarah is currently working in support of Alaska Natives as the Tribal Health Program Coordinator.

Clarissa Moon immigrated to the US from the Philippines in 1990. She graduated from the University of Alaska Fairbanks with a Bachelor’s Degree in Secondary Education.

Clarissa started her career with the State in 1995 as an Eligibility Technician with the Division of Public Assistance at the Bethel office. Her role evolved over the years from a Public Assistance Analyst to a Project Coordinator, a Program Coordinator, and eventually as the Field Services Support Unit Manager. In this position, she was responsible for overseeing the development and coordination of statewide operational processes and procedures that support the various programs administered by the Division including medical assistance programs.

At the end of 2014, Clarissa transferred to the Division of Health Care Services as a Medical Assistance Administrator to assist in the implementation of Alaska Medicaid Coordinated Care Initiative (AMCCI), a program that provides one-on-one case management to a selected population of Medicaid recipients. Clarissa also worked in the Accounting and Recovery Section and helped manage the Division’s third party liability contract.

In her position with the Tribal Section in the Commissioner’s Office, Clarissa will assist with oversight of tribal and non-tribal care coordination agreements, the referral processes of American Indian/Alaska Native (AI/AN) between facilities, and maintain a record of retroactive claims for services provided at non-tribal sites to capture 100% federal match. She is one of the four statewide subject matter experts on Tribal policy and will liaison with inter and intra-departmental entities at both the state and federal government level as well as the provider community in regard to Tribal Medicaid health programs.

Born and raised in the Pacific Northwest, Donna Steward moved to Alaska first in 1985, living in Anchorage until family interests took her to Washington.  Her love of Alaska brought her back in 2013.  Her career with the Department began with the Division of Health Care Services in 2015 and she transitioned to the Tribal section in the Commissioner’s Office in October 2016.  She is the lead Policy Analyst supporting refinance efforts within tribal Medicaid and brings extensive health care policy expertise with her to this role.

Donna has over 20 years of experience with both state and federal health care policy.  In support of public health programs, she worked for 8 years with the Washington State Legislature on state Medicaid policy and health care budget issues, and for 5 years as the Associate Regional Administrator in the Division of Medicare Financial Management for CMS Region X in support of federal Medicare policy.

In addition to public health coverage programs, Donna has also worked extensively with both large and small employers to address challenging health care coverage issues and advocate for more affordable health coverage options for employers. Rounding out her health policy experience, Donna also worked with health insurers to identify barriers to expanding access to coverage in the individual market, reductions in health care premium costs, and strategies to improve the quality of health care services delivered by insurer provider panels.  She holds a BA in Economics from University of Washington, Seattle.
