Office of Rate Review

The Office of Rate Review (ORR) establishes Medicaid payment rates for hospitals, nursing facilities, home health agencies, ambulatory surgical centers, rural health clinics, and federally qualified health centers. ORR also works with tribal providers and various divisions and units throughout the Alaska Department of Health and Social Services on rate setting and accounting issues.

On October 29, 2015, the Centers for Medicare and Medicaid Services (“CMS”) issued a new rule that requires state Medicaid programs to develop and implement “Access Monitoring Review Plans.”  Plans must use comprehensive data analytics to monitor recipient access to certain Medicaid services, and the effect on that access from state changes to Medicaid reimbursement rates.  Plans must be developed, approved, and implemented by October 1, 2016.
