The External Stakeholder Advisory Group (ESAG) will serve three functions for the Division of Behavioral Health:

  • To provide expert and technical advise for planning and the development of Initiatives
  • To provide reciprocal communication between the Division and ESAG member’s constituency groups
  • To assist the Division with the reporting of outcomes
  • To assist with the evaluation of need for the behavioral health service delivery system
  • To introduce proposals for the improvement to the behavioral health service delivery system


The External Stakeholder Advisory Group will be comprised of representatives from organizations and groups outside of the Division which hold an interest in the Division’s business operations and the services that the Division funds and delivers.  These organizations and groups may include (but may not be limited to) all the following: 

DHSS / Juvenile Justice
Department of Corrections
Alaska Mental Health Board
Alaska Board of Alcohol and Drug Addiction
The Alaska Mental Health Trust Authority
Grantee Organizations (Representative of the four DBH Regions and Funded Services)
Alaska Behavioral Health Association
Substance Abuse Directors Association
National Alliance on Mental Illness
Alaska Native Tribal Health Consortium
University of Alaska


ESAG members individually will provide technical assistance and advice to the Division that is based upon their specific area(s) of knowledge and expertise and which reflects the needs of the constituency group they represent.  The ESAG membership as a whole will act as a ‘clearinghouse’ of information and communication about all business and issues related to behavioral health services statewide. 


The External Stakeholder Advisory Group meets the last Thursday of each month from 10:30 - 12 noon.  Meetings will be held simultaneously via teleconference and in person at the Anchorage offices for the Division.  The agenda will focus on issues related to the purpose of the ESAG and may include reports by and from specialists within the Division or its consultants.  Minutes of each meeting will be circulated to the membership prior to the next meeting along with the agenda and any other supporting documents.
