Health Analytics and Vital Records

The Department of Health and Social Services was the target of a cyberattack. One of the immediate actions was to take the Electronic Vital Records System (EVRS) offline on May 17, 2021. As of July 26, 2021, EVRS has been brought back online.

The Health Analytics and Vital Records Section (HAVRS) service capabilities can now be expanded but will continue to have some limitations due to the backlog of work left from the outage. Effective immediately, and until further notice, the current service capabilities of HAVRS follow:

  • Full certificate services (such as birth, death, marriage, and divorce certificates) are restored to the Juneau Vital Records Office and partial certificate service continues in the Anchorage Vital Records Office:
    • There remains a backlog in data entry which vital records staff are busily working to fill. However, this means some Anchorage customers may not be able to get their certificate immediately on site. When this occurs, Anchorage staff will take the order, and the order will be added to a pending queue for completion by the Juneau Office.
    • Once data entry is complete, Anchorage will no longer need to send most requests to Juneau. However, Juneau will continue processing orders for Heirloom certificates or for those needing for Apostille services.
    • Heirloom certificate orders can only be processed as time allows and may take longer than the current 2-month timeframe.
  • Marriage license applications will continue to be processed in both the Juneau and Anchorage Vital Records Offices.
  • The system for online certificate orders, VitalChek, will be up and ready for orders starting September 8th, 2021.
  • Should you choose to place and order with VitalChek but have already placed an order with us using another method, please know that you will eventually get charged for and receive your original order. Please do not place a second order on VitalChek unless you are willing to assume the risk of multiple orders.
  • For all orders, there continues be a longer than normal delay. We estimate up to 2 months to fill your order from the time we receive it.
  • Please note in the wake of the cyberattack, we will no longer be taking orders via E-mail to ensure the security of your personal information. For secure online ordering, please use VitalChek.
  • You can still submit orders via mail, fax, VitalChek or walk-in service in Juneau or Anchorage.

We understand the inconvenience of these unforeseen circumstances have brought to all our customers. We ask for your continued understanding as we recover from the cyberattack. Be assured that we are doing everything we can to fully resume services and we hope to serve you at normal capacity very soon.
