The linked HCBS Strategies report (Community First Choice Options) presents a plan with recommendations for transforming the current PCA program into parallel 1915(k)/1915(i) programs that are designed to appear seamless to Participants. Centers for Medicaid & Medicare Services (CMS) regulations include requirements and incentives to better integrate these programs with supports provided under HCBS Waivers.
In May of 2012 CMS adopted a new rule (1915 K) with the Community First Choice (CFC) option. This new rule was specific to the eligibility requirement that recipients must meet institutional/nursing home level of care. Only 40% of current recipients receiving PCA services meet institutional level of care. This was unexpected by the department.
DSDS will table any consideration of the recommendations brought forward by HCBS Strategies until further notice. However, DSDS will be setting up stakeholder meetings to review the content of this report over the next year to determine if there are components to this report that should be considered as we move forward.
