Preventive Health and Health Services Block Grant

The Omnibus Budget Reconciliation Act of 1981 (Public Law 97-35) provides non-competitive grants to every US territory and state, and is intended to provide each one with resources to fund identified unmet public health needs related to Healthy People 2010. Requirements for the federal funding are:

  • Establishment of an Advisory Committee, chaired by the State Health Officer of his/her designee
  • Submission of a comprehensive state plan
  • Governor’s signature on Certification and Assurances form
  • Annual reporting due February 1st of each year
  • Focus on Health People 2010 Health State Outcome Objectives

Alaska has historically used this grant to fund the Health Promotion Program. Additionally it has been used to provide the initial start-up and supplemental funding for such state programs as Tobacco Prevention and Control, Obesity Prevention and Control, Heart Disease and Stroke, the Youth Risk Behavior Survey, the Behavior Risk Factor Surveillance System, Alaska’s Fire Prevention Initiative, and the Alaska Health Summit. Over the past 10 years, the amount of funds that Congress allocates for this PHHS Block Grant has been consistently decreased.
